在10日的博鰲亞洲論壇2018年年會(huì)開幕式上，國(guó)家主席習(xí)近平明確提出，去年年底宣布的放寬銀行、證券、保險(xiǎn)行業(yè)外資股比限制的重大措施要確保落地，同時(shí)要加大開放力度，加快保險(xiǎn)行業(yè)開放進(jìn)程，放寬外資金融機(jī)構(gòu)設(shè)立限制，擴(kuò)大外資金融機(jī)構(gòu)在華業(yè)務(wù)范圍，拓寬中外金融市場(chǎng)合作領(lǐng)域。

習(xí)近平在講話中指出：

這些對(duì)外開放重大舉措，我們將盡快使之落地，宜早不宜遲，宜快不宜慢，努力讓開放成果及早惠及中國(guó)企業(yè)和人民，及早惠及世界各國(guó)企業(yè)和人民。
We have every intention to translate these initiatives of opening-up into reality, sooner rather than later. We want the outcomes of our opening-up efforts to deliver benefits as soon as possible to all enterprises and people in China and around the world.

11日，中國(guó)人民銀行行長(zhǎng)易綱在“貨幣政策的正常化”分論壇上宣布了12項(xiàng)金融業(yè)對(duì)外開放的重大舉措。

預(yù)計(jì)到今年6月30日將落實(shí)的有六條：

一、取消銀行和金融資產(chǎn)管理公司的外資持股比例限制，內(nèi)外資一視同仁，允許外國(guó)銀行在我國(guó)境內(nèi)同時(shí)設(shè)立分行和支行。

Foreign equity restrictions on banks and financial asset management firms will be canceled, with equal treatment for domestic and foreign-funded institutions. Foreign banks will be allowed to set up branches and subsidiaries at the same time in the country.

二、將證券公司、基金管理公司、期貨公司、人身保險(xiǎn)公司的外資持股比例的上限放寬至51%。三年以后，不再設(shè)限。

Foreign businesses will be allowed to own up to 51 percent of shares in securities, funds, futures and life insurance joint ventures, and the cap will be phased out over three years.

三、不再要求合資證券公司境內(nèi)股東，至少有一家證券公司。

Securities joint ventures will not be required to have at least one securities firm among its domestic shareholders.

四、為進(jìn)一步完善內(nèi)地和香港兩地股市互聯(lián)互通的機(jī)制，從今年5月1日起，把互聯(lián)互通每日的額度擴(kuò)大四倍。

Daily quotas for the stock connect schemes between the mainland and Hong Kong will be quadrupled starting from May 1.

也就是說(shuō)滬股通和港股通每日的額度從130億調(diào)整為520億人民幣，港股通每日額度從105億調(diào)整為420億人民幣。

五、允許符合條件的外國(guó)投資者來(lái)華經(jīng)營(yíng)保險(xiǎn)代理業(yè)務(wù)和保險(xiǎn)公估業(yè)務(wù)。

Qualified foreign investors will be allowed to conduct insurance brokerage and assessment business in the country.

六，放開外資保險(xiǎn)經(jīng)紀(jì)公司經(jīng)營(yíng)的范圍，與中資機(jī)構(gòu)一致。

Foreign-funded insurance brokers will have the same business scope as their Chinese counterparts do.

易綱表示，到今年年底以前，還將推出下列措施，以下這幾條是今年年底以前需要落實(shí)的：

一、 鼓勵(lì)在信托金融租賃汽車金融貨幣經(jīng)濟(jì)消費(fèi)金融等銀行業(yè)金融領(lǐng)域引入外資（encourage foreign investors to enter its trust, financial leasing, auto finance, money brokerage and consumer finance sectors）。

二、 對(duì)商業(yè)銀行新發(fā)起設(shè)立的金融資產(chǎn)投資公司和理財(cái)公司的外資持股比例不設(shè)上限（no foreign ownership limits will be set for new financial asset investment and wealth management companies initiated by commercial banks）。

三、大幅度的擴(kuò)大外資銀行的業(yè)務(wù)范圍（substantially expand the business scope of foreign banks）。

四、不再對(duì)合資證券公司的業(yè)務(wù)范圍單獨(dú)設(shè)限（impose no restrictions on the business scope of joint-venture securities companies），內(nèi)外資一致。

五、全面取消外資保險(xiǎn)公司設(shè)立前需開設(shè)兩年代表處的要求（remove the requirement that foreign insurance companies must have had representative offices for two years before they set up businesses in China）。

此外，易綱還宣布，經(jīng)過(guò)中英兩國(guó)雙方共同的努力，目前滬倫通的準(zhǔn)備工作進(jìn)展順利，將爭(zhēng)取在2018年年內(nèi)開通滬倫通（launch the Shanghai-London stock connect this year）。
