Justin Lin Yifu, former chief economist of the World Bank and dean of the Institute of New Structural Economics at Peking University, said during an interview with ChinaPerspectives that the US tariff policies are intended to protect industries that the US does not have comparative advantages in. Even if the US can establish these industries, they will require protection and subsidies to survive. The idea of using tariffs to "make America great again" will likely lead to the opposite result.
